First of all you will need paper and I read somewhere that rice paper is best for paper cutting. It seems to me that this very delicate paper will need to be handled with even more care then other paper, but I never have done any of this complicated and intricate paper cutting, so I am not an expert.
You will also need various types and sizes scissors, but you can also resort to sharp craft/hobby knives. A hole puncher, a non-slip cutting mat and some good lighting will come in handy as well. All of these materials are easily purchased in a craft store.
I have found lots of instructions on paper cutting both online and in books and there also seem to be several workshops you can attend.
In case you would like to end up with some great paper cutting art, but don't want to spend the time and the effort of cutting it yourself, then there is a wide choice of this type of artwork available on the Internet.
It sure requires patience and I can't wait till I have it! :-)
