To be paired up with salt stems from the 17th century and finds its origin in France at the court of Louis XIV: The French cuisine at that time saw spices as unacceptable, because they masked the original flavor of a dish. Pepper however didn't and since the French were already using salt, pepper was put out on the tables as well. This resulted in the salt and pepper sets we are using today.
